General Information

The Manitoba Laws site was updated on May 1, 2023, to make it more accessible and easier to use. Users can also use browser settings to make it more accessible by changing the zoom level or adjusting the browser's default font size.

Main menu

The menu is more responsive to changes in the user's screen size or zoom level

The menu is "sticky"; it remains at the top of the screen when scrolling through documents.

The Regulations drop-down menu includes new links for prescribed forms.

Adjusting text size

On the right side, above the main menu, there are three buttons to increase, decrease or reset text size.

click the middle button to reset the text size to the default 100%

click the right (or left) button one or more times to increase (or decrease) the text size incrementally

You can also use shortcut keys to adjust text size:

[Alt ] + [=] to increase the text size

[Alt] + [-] to decrease the text size

[Alt] + [0] to reset the text size to the default 100%

Using these buttons or keyboard shortcuts affects the font size of the main content, not the menu. To increase or decrease the size of the menu text, you need to change your Zoom level.

Other keyboard shortcuts (for HTML pages)

[Alt] + [1] — top of page

[Alt] + [2] — Table of Contents (for a consolidated Act, a consolidated regulation or an Order)

[Alt] + [3] — top of main content

[Alt] + [4] — bottom of document (footer)

[Alt] + [c] — in a list of Acts or regulations, put the focus in the "filter by chapter/regulation no." input box

[Alt] + [l] (lowercase "L") — toggle visibility of the bilingual version of a consolidated Act, regulation or order

[Alt] + [s] — in a consolidated Act or regulation, put the focus in the "Search in this Act/regulation" input box

[Alt] + [t] — in a list of Acts or regulations, put the focus in the "filter by title" input box

ACTS

Lists of Acts

The top of each list has two input boxes for filtering the list of Acts. These filters are not case-sensitive.

Enter one or more letters or numbers in the first box to see only the chapters that contain a match

For example, in the list of CCSM Acts, type "b" or "B" to list only the Acts with chapter numbers starting with "B"

Enter text in the second box to see only Acts whose title contain a match.

For example, type "child" to list only the Acts containing "Child" or "Children".

In the list of Annual Chapters, if you enter only the year in the first box, the list will show only the chapters enacted in that year.

Consolidated Acts

The lists of consolidated Acts (CCSM Acts, municipal Acts and private Acts) no longer include the EnFr to access the bilingual PDF version or the Fr button to access the French version. That is because these Acts are now published in a bilingual HTML version. A link to the bilingual PDF version is still provided at the top of the HTML version of an Act.

At the top of each consolidated Act, you'll see

a link to the official bilingual PDF version of the Act

a button to show or hide the legislative history of the Act (a table listing the original enactment and any amendments as well as information about when provisions came into force if they came into force by proclamation)

a button to show or hide links to previous versions if the Act has a previous version that was amended after 2009. Earlier consolidated versions are not available online.

a button to show a list of regulations, if there are any regulations under the Act, including links to those regulations.

a "Search in this Act" button to search and highlight words or phrases in the Act and show only the sections or subsections with hits.

The HTML version of each Act now consists of a single document containing both the English and French text.

by default, the French text is hidden

click the "bilingual version" button or press [Alt]+[l] (lowercase "L") to toggle the visibility of the bilingual version.

Note: In the case of a longer document, you might see the bilingual version momentarily. It loads the entire document first and then hides the French text.

Clicking the section number of an Act, or the white space beside it, toggles the visibility of the bilingual version of only that section.

If the Act has a table of contents, there is a " +/- Table of Contents" button.

The button is "sticky"; it remains at the top of the screen (just under the main menu) when you scroll through the document.

You can also access the Table of Contents with the shortcut [Alt]+[2].

Regulations

List of Consolidated regulations

Above the list of regulations, you can filter the list of regulations by entering any part of the title or chapter number of the Act.

enter a partial title and click GO to see a list of regulations under Acts whose title contains your search text. For example, enter "tax" for a list of all the tax Acts with regulations and the regulations under those Acts.

Like the lists of Acts, the list of regulations has two input boxes allowing you to filter the list by regulation number or title.

The list is filtered with each character typed.

To go back to the entire list, delete the text in the input boxes.

For each regulation in the list

the regulation number is a link to the HTML version of the regulation.

Like a consolidated Act, it may be viewed in English or French or as a bilingual document.

By default, only the English is visible.

Click the "bilingual version" button or press [Alt]+[l] (lowercase "L") to toggle the visibility of the bilingual version.

click the title of the regulation to show (or hide) additional information about the regulation, such as

the date of registration

the date of publication

a button to show (or hide) a list of amending regulations, if there are any

a button to show (or hide) a list of previous versions, if the regulation has been amended after April 30, 2014). Earlier consolidated versions are not available online.

a button to show a list of prescribed forms, if the regulation has any.

Consolidated regulation

Like the consolidated Acts, the HTML version of a regulation is a bilingual document (unless it was made in English only).

It may be viewed in English or French or as a bilingual version.

By default, the French text is hidden. Click the "bilingual version" button or press [Alt] + [l] (lowercase "L") to toggle visibility of the bilingual version.

At the top of the HTML version of a regulation you'll see

a link to the official bilingual PDF version

a button to show a list of prevision versions, if any

a button to show a list of prescribed forms, if any

a "Search in this regulation" button to search and highlight words or phrases in the regulation and show only the sections or subsections with hits

Prescribed forms

More than 70 regulations include prescribed forms. Each form is part of the regulation under which it is made, but the form is not included in the PDF or HTML version of the regulation. Rather, each form is published as a separate PDF file. Links to the forms are included in the HTML version of the regulation.

As an exception, numerous court forms are also provided in Microsoft Word.

You can access the forms in different ways:

from the list of forms under all regulations, which you can access via the link in the Regulations drop-down menu.

from the list of forms for a specific regulation, which you can access

by clicking the "prescribed forms" button at the top of the HTML version of the regulation

by clicking the "prescribed forms" button that appears when you click the title of the regulation in the list of consolidated regulations.

from the links to the specific forms provided within the HTML version of the regulation.

Orders

Like the consolidated Acts and regulations, the orders that were current as of May 1, 2023 are published in HTML which may be viewed in English or French or as a bilingual version.

Orders that expired or were revoked before May 1, 2023 continue to be available in the PDF format in which they were originally published.
