HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:
THE ADDICTIONS FOUNDATION ACT
The Addictions Foundation Act is amended by this section.
Subsection 4(2) is amended by striking out "15 persons" and substituting "not less than 9 or more than 15 persons".
Subsection 4(4) is replaced with the following:
The Lieutenant Governor in Council must designate one member as chair of the board.
THE ADULT LITERACY ACT
Subsection 10(2) of the French version of The Adult Literacy Act is amended by striking out "dans les 15 premiers jours de séance de celle-ci suivant son établissement" and substituting "dans les 15 jours suivant son achèvement ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux".
THE MANITOBA AGRICULTURAL SERVICES CORPORATION ACT
The Manitoba Agricultural Services Corporation Act is amended by this section.
Section 15 is replaced with the following:
The Lieutenant Governor in Council must designate one director as chair and one director as vice-chair.
The vice-chair has the authority of the chair if the chair is absent or unable to act, or when authorized by the chair.
Section 16 is amended by striking out "or a vice-chair" and substituting "or vice-chair".
THE APPRENTICESHIP AND CERTIFICATION ACT
Subsection 5(2) of the French version of The Apprenticeship and Certification Act is amended by striking out "dans les 15 premiers jours de séance de celle-ci suivant sa réception" and substituting "dans les 15 jours suivant sa réception ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux".
THE ARBITRATION ACT
Subsection 10(4) of the English version of The Arbitration Act is amended by striking out "arbitrations" and substituting "arbitrators".

Clause 33(2)(a) of The Architects Act is amended by striking out "the Minister of Family Services and Labour" and substituting "the minister responsible for the administration of The Labour Relations Act".
THE AUDITOR GENERAL ACT

The Bilingual Service Centres Act is amended in clause 6(1)(a) of the French version by striking out "Secrétariat des affaires francophones" and substituting "Secrétariat aux affaires francophones".
THE CAREGIVER RECOGNITION ACT
Subsection 9(1) of the French version of The Caregiver Recognition Act is amended
(a) by striking out "une copie" and substituting "un exemplaire"; and
(b) by striking out "sa réception; si l'Assemblée législative ne siège pas, il le rend public et le dépose par la suite dans les 15 premiers jours de séance qui suivent" and substituting "sa réception. THE CEMETERIES ACT
The Cemeteries Act is amended by this section.

(i) by striking out the definition "Régie", and
(ii) by adding the following definition:

THE CHANGE OF NAME AMENDMENT ACT
S.M. 2011, c. 20 (unproclaimed provisions amended)
The Change of Name Amendment Act, as enacted by S.M. 2011, c. 20, is amended by this section.
Subsection 3(2) is amended by replacing subsection 2(2.2) with the following:
Duties of agency taking fingerprints
When an authorized agency has fingerprinted an applicant, the agency must provide the applicant's present name and proposed name, date of birth and fingerprints to the Royal Canadian Mounted Police for the purpose of linking the applicant's present name and proposed name if the applicant has a criminal history.
Subsection 3(2) is further amended in subsection 2(2.3) by striking out "has received notice from an authorized agency" and substituting "is satisfied".
Section 10.2 is amended by striking out "clause 2(2.2)(a)" and substituting "subsection 2(2.2)".
THE CHARITIES ENDORSEMENT ACT
The Charities Endorsement Act, R.S.M. 1987, c. C60, is repealed.
THE CLIMATE CHANGE AND EMISSIONS REDUCTIONS ACT
Subsection 17(3) of the French version of The Climate Change and Emissions Reductions Act is amended by striking out "dans les 15 premiers jours de séance de celle-ci suivant sa réception" and substituting "dans les 15 jours suivant sa réception ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux".

THE ECONOMIC INNOVATION AND TECHNOLOGY COUNCIL ACT
Section 26 of the French version of The Economic Innovation and Technology Council Act is replaced with the following:

Clause 81(2)(a) is amended in the French version by striking out "au scrutin" and substituting "aux sondages".

Subsection 213(1) of the French version is amended

42(6) The following is added after subsection 226(1):
Non-application of subsection (1) to certain vehicles
Subsection (1) does not apply to a vehicle that is registered and insured as required by Part 5 of The Drivers and Vehicles Act (Registration of Off-Road Vehicles).
42(7) Subsection 242.1(16) of the French version is amended by striking out everything after "ministre" and substituting "de la Justice. Il dépose un exemplaire du rapport devant l'Assemblée sans délai ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".
Section 267 of the French version is amended in the part before clause (a) by striking out "alcoolique" and substituting "alcoolisée".
42(9) The following is added after subsection 279(23):
Extension of temporary licence issued by registrar
If a person has filed an appeal from the suspension of his or her driver's licence and has been issued a temporary driver's licence by the registrar under subsection 31(7) of this Act or subsection 29(3) of The Drivers and Vehicles Act, the chair of the appeal board or a person designated by the chair may extend the temporary driver's licence for a period of not more than 45 days beyond the expiration date specified by the registrar. The chair must provide the registrar with a copy of any order made under this subsection.
Clause 279.1(7)(b.1) of the French version is amended in the part before subclause (i) by striking out "registaire" and substituting "registraire".
Clause 319(1)(ttt) is amended by striking out "and" at the end of subclause (vi) and adding the following after subclause (vii):
(viii) authorizing an employee of the department — described in the regulation — to issue, with or without conditions, a permit exempting the operator of a motor vehicle, or a class of such operators, from the application of a regulation made for the purpose of subclauses (v) and (vi), and
(ix) respecting permits under subclause (viii), including prescribing the maximum period for which a permit may be issued, prescribing eligibility criteria, governing the process for obtaining a permit and governing the suspension or cancellation of a permit;
THE HUMAN RIGHTS CODE
The Human Rights Code is amended by this section.
Section 37.1 is replaced with the following:
Adjudicator to determine reasonableness of offer
When a settlement offer is made after an adjudicator is appointed to hear the complaint, the chief adjudicator must designate a different member of the adjudication panel to determine if the settlement offer is reasonable.
Failure to accept reasonable settlement offer
If a complainant rejects a settlement offer that the adjudicator designated under subsection (1) considers to be reasonable, that adjudicator must terminate the adjudication to the extent that it relates to the parties to the settlement offer.
Subsection 59(1) is amended in the part after clause (b) by striking out "subsections 21(7) and" and substituting "subsection".
THE MANITOBA HYDRO ACT
Subsection 46(1) of the French version of The Manitoba Hydro Act is amended by striking out everything after "dépose" and substituting "un exemplaire du rapport du conseil devant l'Assemblée sans délai ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

Subsections 4.11(2) and (3) are replaced with the following:
Determination of amount contributed
An amount may be included for a taxation year in the total contributions referred to in subsection (1) or (1.1) only if
(a) the amount is contributed, otherwise than as a non-monetary contribution, in the year by the individual to a registered party or registered candidate; and
(b) payment of the amount is proven by filing with the treasurer a receipt containing prescribed information and signed by the financial officer of the registered party or the official agent of the registered candidate, as the case may be.
For the purposes of this section, "contribution", "financial officer", "non-monetary contribution", "official agent", "registered candidate" and "registered party" have the same meaning as in The Election Financing Act.

COMING INTO FORCE
This Act, except sections 13, 18, 49 and 75, comes into force on the day it receives royal assent.
Section 13 comes into force on December 31, 2013.
Section 18 comes into force on April 1, 2014.
Section 49 comes into force on the same day that section 39 of The Food Safety and Related Amendments Act, S.M. 2009, c. 8, comes into force.
Section 75 is deemed to have come into force on April 1, 2013.
