The Civil Service Act is amended by this Act.

The following is added after section 58:

Sections administered by Treasury Board

Notwithstanding this or any other Act, sections 5(4) and (5), 7 and 8, 9(2), 10 to 12, 20, 22, 35 to 40, 46 to 56, and 57(1) other than clauses (i) and (o) shall be administered by the Treasury Board, and the powers and responsibilities of the commission under those provisions shall be exercised or carried out by the Treasury Board.

A reference to the commission — in the regulations or in any document — relating to a matter dealt with in a provision mentioned in subsection (1) that is transferred to the Treasury Board, is deemed to be a reference to the Treasury Board.

Power to delegate

The Treasury Board may delegate any of the powers or responsibilities authorized to be exercised or carried out under the provisions transferred in subsection 58.1(1) — other than the power to make regulations — to an employing authority, on any terms and conditions that the Treasury Board considers appropriate.
