HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:
PART 1
GENERAL
THE ADULTS LIVING WITH AN INTELLECTUAL DISABILITY ACT
1(1) The English version of The Adults Living with an Intellectual Disability Act is amended by this section.
1(2) Subsection 166(2) is amended by striking out "from the date" and substituting "after the date".
1(3) Clause 167(a) is amended by striking out "from the date" and substituting "after the date".
THE ADVANCED EDUCATION ADMINISTRATION ACT
2 The Advanced Education Administration Act is amended by adding the following after section 9.5:
9.5.1 Sections 9.1 to 9.5 apply only to a university or college that is within the government reporting entity as defined in section 1 of The Financial Administration Act.
THE DEPARTMENT OF AGRICULTURE AND RESOURCE DEVELOPMENT ACT
3(1) The Department of Agriculture and Resource Development Act is amended by this section.
3(2) The title is replaced with "The Department of Agriculture Act".
3(3) The following provisions are amended by striking out "and Resource Development":
(a) section 1 in the definitions "department" and "minister";
(b) section 2 wherever it occurs.
THE MANITOBA ASSISTANCE ACT
4(1) The Manitoba Assistance Act is amended by this section.
4(2) Subsection 9(13) is amended by striking out "the Court of Appeal Rules" and substituting "The Court Services Fees Act".
4(3) Clause 19(1)(g.2) of the English version is amended by striking out "employability" wherever it occurs and substituting "employment".
THE AUDITOR GENERAL ACT
5 The centred heading before section 29 of the French version of The Auditor General Act is replaced with "IMMUNITÉ".
THE BENEFICIARY DESIGNATION ACT (RETIREMENT, SAVINGS AND OTHER PLANS)
6 Clause 2.1(1)(c) of The Beneficiary Designation Act (Retirement, Savings and Other Plans) is amended by striking out "The Vulnerable Persons Living with a Mental Disability Act" and substituting "The Adults Living with an Intellectual Disability Act".
THE BUILDING AND ELECTRICAL PERMITTING IMPROVEMENT ACT (VARIOUS ACTS AMENDED AND PERMIT DISPUTE RESOLUTION ACT ENACTED)
S.M. 2021, c. 37, Schedule A (unproclaimed Act amended)
7 Clauses 17(a) and (b) of The Permit Dispute Resolution Act, S.M. 2021, c. 37, Schedule A, are amended by striking out "this section" and substituting "the relevant provision of section 2 or 3".
THE CITY OF WINNIPEG CHARTER
8(1) The French version of The City of Winnipeg Charter, S.M. 2002, c. 39, is amended by this section.
8(2) Subsections 11(2) and 14(2) are amended by striking out "de la ville" and substituting "municipal".
8(3) The following provisions are amended by adding "municipal" after "greffier":
(a) clause (b) of the definition "période de campagne électorale" in subsection 31(1);
8(4) Section 49 is amended by adding "municipal" after "au greffier".
8(5) Subsections 50(1), 75(3) and 79(1) are amended by adding "municipal" after "greffier".
8(6) Subsection 84(1) is amended, in the part before clause (a), by adding "ou en leur nom" at the end.

THE CITY OF WINNIPEG CHARTER AMENDMENT AND PLANNING AMENDMENT ACT
9(1) The City of Winnipeg Charter Amendment and Planning Amendment Act, S.M. 2022, c. 27, is amended by this section.
9(2) Section 35 is repealed.
9(3) Clause 52(c) is replaced with the following:
(c) by striking out "subsection 82.1(2)" and substituting "subsection 82.1(2) or 125(4.1)".
THE COMMODITY FUTURES ACT
10 Section 40 of The Commodity Futures Act is amended, in the part before clause (a), by striking out "the trade is a trade referred to in clause 34(c) or".
THE CONFLICT OF INTEREST (MEMBERS AND MINISTERS) AND RELATED AMENDMENTS ACT
11 Section 64 of the French version of The Conflict of Interest (Members and Ministers) and Related Amendments Act, S.M. 2021, c. 23, is amended by striking out "fonctionnaire de l'Assemblée" and substituting "haut fonctionnaire de l'Assemblée".
THE CROSS-BORDER POLICING ACT
12 Section 17 of The Cross-Border Policing Act is amended by striking out "appointing official" and substituting "local commander".
THE DISABILITY SUPPORT ACT
13 Section 12 of The Disability Support Act is amended by striking out "the Court of Appeal Rules" and substituting "The Court Services Fees Act".
THE DISABILITY SUPPORT ACT AND AMENDMENTS TO THE MANITOBA ASSISTANCE ACT
S.M. 2021, c. 60, Schedule A (unproclaimed provisions repealed)
14 Section 20 and clause 24(1)(k) of The Disability Support Act, S.M. 2021, c. 60, Schedule A, are repealed.
THE DRIVERS AND VEHICLES ACT
15(1) The Drivers and Vehicles Act is amended by this section.
15(2) Subsection 1(1) of the French version is amended in clauses (b) and (c) of the definition "commerçant" by striking out "les loue" and substituting "en loue".
15(3) Clause 123(1)(l) is amended
(a) by adding "or other security" after "governing bonds"; and
(b) by adding "or other security" after "of the bond".
THE MANITOBA EVIDENCE ACT
16 Clause 62(1)(f) of The Manitoba Evidence Act is replaced with the following:
(f) An associate judge or the Registrar or a deputy registrar of the Court of King's Bench.
THE FIRES PREVENTION AND EMERGENCY RESPONSE ACT
17 Subsection 1(1) of the French version of The Fires Prevention and Emergency Response Act is amended in the definition "commissaire aux incendies" by striking out "Commissaire" and substituting "Le commissaire".
THE MANITOBA HYDRO ACT
18 The following provisions of the English version of The Manitoba Hydro Act are amended by striking out "chairman" wherever it occurs and substituting "chair", with necessary grammatical changes:
(a) subsections 5(3) and (4);
(b) sections 6 and 10;
(c) subsections 11(1) and (2) and 12(2);
(d) section 13;
(e) subsections 20(2) and 33(5).
THE INSURANCE ACT
19 Clause 396.1(7)(h) of the French version of The Insurance Act is amended by striking out "de procédure" and substituting "régissant sa procédure".
THE DEPARTMENT OF JUSTICE ACT
20 Section 3 of The Department of Justice Act is amended by adding "may be appointed under section 33 of The Public Service Act" after "deputy minister".
THE LANDLORD AND TENANT ACT
21 The Schedule to The Landlord and Tenant Act is amended in Form 2 by striking out ", Defender of the Faith".
THE MEDICAL LABORATORY TECHNOLOGISTS ACT
22(1) The Medical Laboratory Technologists Act is amended by this section.
22(2) Clause 50(1)(d) is amended by striking out "subject to subsection (2), respecting" and substituting "respecting".
22(3) Subsection 50(2) is repealed.
THE MUNICIPAL ACT
23(1) The French version of The Municipal Act is amended by this section.
23(2) Subsection 93.16(3) is amended by striking out "membre du conseil" and substituting "conseiller".
23(3) Subsection 403(1) is amended by striking out "membres du conseil et de ses comités" and substituting "conseillers, les membres d'un comité d'un conseil".
THE NATUROPATHIC ACT
24 Section 23 of The Naturopathic Act is repealed.
THE PENSION BENEFITS ACT
25 Subsection 26.1(13) of the French version of The Pension Benefits Act is amended by striking out "de retraite".
THE POLICE SERVICES ACT
26 Section 77.18 of The Police Services Act is replaced with the following:
Enforcement of First Nation laws
77.18 If authorized by a First Nation, First Nation safety officers may enforce the following, as applicable:
(a) the by-laws of the First Nation;
(b) a law enacted by the First Nation under a land code pursuant to the Framework Agreement on First Nation Land Management reached with the Government of Canada;
(c) a law enacted by the First Nation under a self-government agreement implemented by an Act of Parliament.
THE PRIVATE VOCATIONAL INSTITUTIONS ACT
27 Clause 2(c) of the French version of The Private Vocational Institutions Act is amended by striking out "privées" and substituting "indépendantes".
THE PROVINCIAL OFFENCES ACT
28 Subsection 31(6) of the French version of The Provincial Offences Act is amended by adding the section heading "Nullité de la citation à comparaître en l'absence de dénonciation".
THE PUBLIC HEALTH AMENDMENT ACT (FOOD SAFETY AND OTHER AMENDMENTS)
S.M. 2021, c. 35 (unproclaimed provision amended)
29 Subsection 10(1) of The Public Health Amendment Act (Food Safety and Other Amendments), S.M. 2021, c. 35, is amended by striking out "The Department of Agriculture, Food and Rural Development Act" and substituting "The Department of Agriculture Act".
THE MANITOBA PUBLIC INSURANCE CORPORATION ACT
30(1) The Manitoba Public Insurance Corporation Act is amended by this section.
30(2) Subsection 1(1) of the English version is amended
(a) by repealing the definition "chairman"; and
(b) by adding the following definition:
"chairperson" means the chair of the corporation appointed under this Act; (« président »)
30(3) The following provisions of the English version are amended by striking out "chairman" wherever it occurs and substituting "chairperson":
(a) subsections 2(3) and (13);
30(4) Clause 33(1)(f) is replaced with the following:
(f) defining a word or expression used and not defined in this Act;
30(5) Subsection 65(1) is amended by striking out "either in person or by letter addressed to the corporation".
30(6) The following is added after subsection 65(1):
65(1.1) The corporation must make the manner in which a person may file a protest under subjection (1) public, including by publishing the information on a website maintained by the corporation.
30(7) Subsections 67(1), (2) and (4) of the English version are amended by striking out "chairman" wherever it occurs and substituting "chairperson".
THE MANITOBA PUBLIC INSURANCE CORPORATION AMENDMENT ACT
31 Subsection 4(1) of The Manitoba Public Insurance Corporation Amendment Act, S.M. 2023, c. 5, is amended, insofar as it enacts subsection 158(1) of The Manitoba Public Insurance Corporation Act, by striking out "The Vulnerable Persons Living with a Mental Disability Act" and substituting "The Adults Living with an Intellectual Disability Act".
THE PUBLIC SCHOOLS ACT
32 Subsection 17(5) of The Public Schools Act is amended by striking out "clauses 22(a)" and substituting "clauses 22(1)(a)".
THE REGULATED HEALTH PROFESSIONS ACT
33(1) The Regulated Health Professions Act is amended by this section.
33(2) Clause 166(2)(b) is amended
(a) in subclause (i), by striking out "under this Act and" and substituting "under this Act or"; and
(b) in subclause (ii), by striking out "its mandate, powers and duties under this Act and" and substituting "of its mandate, powers and duties under this Act or".
33(3) The definition "association" in subsection 223(1) of the English version is amended by adding "or a corporation" after "an association".
THE RESIDENTIAL TENANCIES ACT
34 The definition "public utility" in subsection 1(1) of the English version of The Residential Tenancies Act is amended by striking out "The Public Utilities Act" and substituting "The Public Utilities Board Act".
THE SAFER COMMUNITIES AND NEIGHBOURHOODS ACT
35 The definition "investigator" in subsection 1(1) of The Safer Communities and Neighbourhoods Act is amended by adding "or designated" after "appointed".
THE STATUTES AND REGULATIONS ACT
36 Subsection 34.10(4) of The Statutes and Regulations Act is replaced with the following:
34.10(4) This section does not apply to
(a) The Regulated Health Professions Act or an Act or part of an Act set out in Schedule 2 of that Act; or
(b) The Technical Safety Act.
THE TECHNICAL SAFETY ACT
S.M. 2015, c. 17 (unproclaimed Act amended)
37(1) The Technical Safety Act, S.M. 2015, c. 17, is amended by this section.
37(2) Section 108 is repealed.
37(3) Clause 112(f) is amended by striking out "Part II of".
THE VETERINARY SERVICES ACT
38(1) The Veterinary Services Act is amended by this section.
38(2) Section 1 is amended in the definition "district" by adding "and the regulations" at the end.
38(3) Subsection 3(3) is replaced with the following:
3(3) On receipt of the approval by the commission, the Lieutenant Governor in Council may, by regulation, establish the district.
3(3.1) The name of a district must include the words "Veterinary Services District".
38(4) Subsection 3(4) is repealed.
38(5) Subsection 14(4) of the English version is amended by striking out "chairman" and substituting "chairperson" in the section heading and in the section, with necessary grammatical changes.
38(6) Subsection 17(4) is replaced with the following:
17(4) On receipt of the report of the commission, the Lieutenant Governor in Council may, by regulation, withdraw the municipality from the district.
38(7) Subsection 18(1) is repealed.
38(8) Subsection 20(2) is amended by replacing the part after clause (b) with the following:
may, by regulation, disestablish a district and dissolve its board or alter a district by including or withdrawing any municipality or part of a municipality.
38(9) Section 22 is amended
(a) by renumbering it as subsection 22(2); and
(b) by replacing the section heading with "Regulations — minister".
38(10) Section 22 is further amended by adding the following as subsection 22(1):
22(1) The Lieutenant Governor in Council may make regulations
(a) establishing a district under subsection 3(3);
(b) withdrawing a municipality from a district under subsection 17(4);
(c) disestablishing a district and dissolving its board or altering a district under subsection 20(2);
(d) respecting any matter that the Lieutenant Governor in Council considers necessary or advisable to carry out the purposes of this Act.
THE WATER RESOURCES ADMINISTRATION ACT
39 Subsection 26(1) of The Water Resources Administration Act is amended by adding the following after clause (l):
(m) respecting any matter the Lieutenant Governor in Council considers necessary or advisable to carry out the purposes of this Act.
THE WILLS ACT
40(1) The Wills Act is amended by this section.
40(2) Section 48 is amended by repealing the definitions "registrar" and "registration system".
40(3) Section 58 is repealed.
THE WORKERS COMPENSATION ACT
41 Subsection 70(1) of The Workers Compensation Act is amended, in the part before clause (a), by striking out "By April 30" and substituting "Not later than May 31".
