The Electoral Divisions Act

HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Definitions.

In this Act,

"commission" means The Electoral Divisions Boundaries Commission established under section 8; ("Commission")

"east" and "west", where used after a number or after the word "range" or "ranges", mean respectively "east of the Principal Meridian" and "west of the Principal Meridian"; ("est" et "ouest")

"parish" "settlement", "river lot", or "lot in the inner two miles", "lot in the outer two miles", "section", "fractional section", "township", "fractional township", and "range", and the numbers thereof referred to, mean a parish, settlement, river lot, lot in the inner two miles, lot in the outer two miles, section, fractional section, township, fractional township, or range, respectively, in Manitoba according to the systems of survey authorized by the Canada Lands Surveys Act and by The Surveys Act, and used by the Government of Canada and the Government of Manitoba, and the numbers thereof according to those systems; ("paroisse", "établissement", "lot riverain" "lot en deçà de deux milles", "lot au-delà de deux milles", "section", "section divisée", "township", "township divisé" et "rang")

"township" includes whole townships and fractional townships; ("township")

References to municipalities.

Subject to section 3, in this Act a reference by name to any municipality means that municipality as it existed, and with the area and boundaries that it had, on the coming into force of this Act.

Change of status of municipality.

Where, after the coming into force of this Act,

(a) any rural municipality, village, or town is erected into a city;

(b) any rural municipality or village is erected into a town; or

any reference herein to the municipality under the name it bore before being so erected shall be deemed to mean that municipality under the name it bears after being so erected.

Reference by number to lots, etc.

Where in this Act reference is made by number to two or more lots, sections, townships, or ranges, the number first mentioned and the number last mentioned are both included in the reference.

Indian reserves, in electoral divisions.

The portions of territory laid out in Indian reserves, not surveyed into townships or sections, are included within the respective electoral divisions within the outer limits of which, as found by the descriptions given in the Schedule, they lie; and for the purpose of including the reserves, where they lie so as to prevent the continuity of the limits, the lines of the ranges, townships, sections, or parishes, shall be deemed to be carried through or along the reserves, as the case may be, in their proper courses.

As to incorporated towns and villages.

Where an incorporated town or village, or a portion thereof, lies within the territory assigned by this Act to an electoral division, the town, village, or portion thereof, as the case may be, shall be deemed to form part of the electoral division, unless the contrary appears.

Number of electoral divisions.

7(1)

The province is hereby divided into 57 electoral divisions.

Area and names of electoral divisions.

7(2)

Notwithstanding any other provision of this Act, each electoral division bears a name as set out in the Schedule; and each electoral division comprises and consists of the portions of the province set forth in the Schedule after the name of the electoral division, as being comprised in that electoral division.

Establishment of commission.

8(1)

There is hereby established a commission which shall be known and described as: "The Electoral Divisions Boundaries Commission".

Membership of commission.

8(2)

The commission consists of

(a) the Chief Justice of Manitoba; and

(b) the President of The University of Manitoba; and

Appointment of staff and remuneration.

8(3)

Such advisers, clerks, and assistants as may from time to time be required to enable the commission to discharge its duties may be appointed as provided in The Civil Service Act.

Remuneration of commission.

8(4)

Each of the members of the commission shall be paid such remuneration as may be fixed by order of the Lieutenant Governor in Council; and he shall be repaid such reasonable and necessary out of pocket expenses as he may incur in discharging his duties and the amount of which is approved by the Minister of Finance.

Charge on Consolidated Fund.

8(5)

All salaries of, or other remuneration paid to, the members of the commission or advisers, clerks, and assistants, appointed to assist the commission, and all other expenses properly incurred by or on behalf of the commission, the members thereof, or the advisers, clerks or assistants, shall be paid from the Consolidated Fund with moneys authorized under an Act of the Legislature to be paid and applied for the purpose.

Temporary members of commission.

8(6)

Where, at a time when the commission is required to perform, or is performing, any duties under this Act, there is, or there occurs, a vacancy in any of the offices mentioned in clauses (2)(a), (b), and (c), or any member of the commission is unable to act due to absence, illness, or any other cause, the membership of the commission shall be completed as follows:

(a) If there is, or there occurs, a vacancy in the office of Chief Justice of Manitoba, or if the Chief Justice of Manitoba is or becomes unable to act, the person then holding the office of Chief Justice of the Queen's Bench shall be a member of the commission in the place of the Chief Justice of Manitoba.

(b) If there is, or there occurs, a vacancy in the office of President of The University of Manitoba, or if the President of The University of Manitoba is unable to act, the person then holding the office of Dean of the Faculty of Arts of The University of Manitoba shall be a member of the commission in the place of the President of The University of Manitoba.

(c) If there is, or there occurs, a vacancy in the office of Chief Electoral Officer, or if the Chief Electoral Officer is unable to act, the person then holding the office of Provincial Auditor shall be a member of the commission in the place of the Chief Electoral Officer.

Where temporary member cannot act.

8(7)

Where, at a time when the commission is required to perform, or is performing, any duties under this Act, there is, or there occurs, a vacancy in the membership of the commission for any cause mentioned in subsection (6), and the vacancy is required to be filled, or has been filled, as provided in that subsection, if there is, or there occurs, a vacancy in any of the offices of Chief Justice of the Queen's Bench, Dean of the Faculty of Arts of The University of Manitoba, and Provincial Auditor, or if a person holding any of those offices is unable to act as aforesaid, the Lieutenant Governor in Council may appoint a person to be. and act as. a member of the Commission in the place of the person who would be a member if the office were not vacant as aforesaid, or in the place of the member who is unable to act as aforesaid.

Duty of temporary member.

8(8)

A person who becomes a member of the commission under subsection (6) or (7) shall be, and act as, a member of the commission until its next report is made under section 9, unless a person is appointed, under subsection (7), to act in his place, notwithstanding that, before the report is made, the vacancy in the office is filled or the person absent, ill, or incapacitated returns or becomes able to act.

Population quotient.

In the year 1988, and in each tenth year thereafter, the commission shall proceed to establish a quotient for each electoral division in the province by dividing the total population of the province as determined by the latest census taken under the Statistics Act (Canada) by 57.

Reports of commission.

In the year 1988, and in each tenth year thereafter, the commission shall prepare a report to His Honour the Lieutenant Governor, which shall contain the recommendations of the commission as to the area that, in its opinion, should be contained in, and the boundaries that should delimit, and as to the name of, each of the several electoral divisions in the province.

Submission and tabling of report.

Before the end of the year 1988, and before the end of each tenth year thereafter, the commission shall submit its report to the President of the Council, who shall lay a copy thereof before the Legislative Assembly forthwith, if it is then in session, and, if not then in session, within seven days of the opening of the next session thereof.

Governing factors for consideration by commission.

11(1)

In determining the area to be included in, and in fixing the boundaries of, any electoral division, the commission shall take into consideration

(a) the community or diversity of interests of the population;

(b) the means of communication between the various parts thereof.

(d) all other similar and relevant factors;

and, in so far as possible, shall include the whole area of each municipality in the same electoral division.

Variation in population basis.

11(2)

In determining the area to be included in, and in fixing the boundaries of, any electoral division, the commission shall consider

(a) special geographic conditions, including the sparsity, density, and relative rate of growth, of population of a region of the province, the accessibility of a region of the province, and the size or shape of a region of the province; and

(b) any special diversity or community of interests of the inhabitants of a region of the province;

and shall allow a variation in the population requirement of any electoral division where, in its opinion, those considerations, or any of them, render a variation desirable; but in no case shall the population of any electoral division in the province as a result thereof vary from the quotient obtained under section 9 to a greater extent than 25% more or 25% less.

Public hearings.

12(1)

Before making any final determination of the area and boundaries of the several electoral divisions, the commission shall appoint such times and places as it may deem necessary and suitable as the times when, and places where, it will hear representations from any person as to the area and boundaries of any electoral division; and at the times and places so appointed the commission shall sit and hear such representations from all persons desiring to be heard.

Notice of hearings.

12(2)

The commission shall give reasonable public notice of the times and places at which it will sit and hear representations as provided in subsection (1).

Area and boundaries of divisions.

The area and boundaries of the several electoral divisions of the province shall be fixed by an Act of the Legislature after consideration by it of the report of the commission.

SCHEDULE

PART I — Non-Winnipeg Divisions

ARTHUR

The Electoral Division of Arthur shall comprise all that portion of the Province of Manitoba contained within the following limits, namely: commencing at the intersection of the West limit of Range 21 West with the South boundary of the Province of Manitoba; thence Northerly along the West Limit of Range 21 West to the North Limit of Township 6; thence Easterly along the North limit of Township 6 to the West Limit of Range 16 West: thence Northerly along the West Limit of Range 16 West to the North Limit of Township 9; thence Westerly along the North Limit of Township 9 to the West boundary of the Province of Manitoba; thence Southerly along said boundary to the South boundary of the Province of Manitoba; thence Easterly along said boundary to the point of commencement.

BRANDON EAST

The Electoral Division of Brandon East shall comprise all that portion of The City of Brandon contained within the following limits, namely: commencing at the intersection of the West Limit of The City of Brandon in the Southeast Quarter of Section 10 in Township 10 and Range 19 West with the South Limit of Maryland Avenue; thence Southerly, Easterly, Northerly and Westerly along the Limits of The City of Brandon to the intersection of the North Limit of The City of Brandon with the Production Northerly of the Centre Line of First Street North; thence South along said Centre Line and Production to the Centre Line of Princess Avenue; thence West along said Centre Line to the Centre Line of Twelfth Street; thence South along said Centre Line to the Centre Line of Lorne Avenue; thence West along said Centre Line to the Centre Line of Eighteenth Street; thence South along said Centre Line to the production East of the South Limit of Maryland Avenue; thence West along said Production to the point of commencement.

BRANDON WEST

The electoral Division of Brandon West shall comprise all that portion of The city of Brandon contained within the following limits, namely: commencing at the intersection of the North Limit of The City of Brandon with the Production Northerly of the Centre Line of First street North; thence South along said centre Line to the centre Line of Princess Avenue; thence West along said Centre Line to the Centre Line of Twelfth Street; thence South along said Centre Line to the Centre Line of Lorne Avenue; thence West along said Centre Line to the Centre Line of Eighteenth Street; thence South along said Centre Line to the Production East of the South Limit of Maryland Avenue; thence West along said Production and along the South, West and North Limits of The City of Brandon to the point of commencement.

The electoral Division of Churchill shall comprise all that portion of the Province of Manitoba which lies to the North of the following described line: commencing at the intersection of the West boundary of the Province of Manitoba with the Line of Latitude 56 degrees North thence Easterly along the Line of Latitude 56 degrees North to the West Limit of Range 2 East; thence South along the West Limit of Range 2 East to the North Limit of Township 75; thence Easterly along the North Limit of Township 75 to the East boundary of the Province of Manitoba.

DAUPHIN

The Electoral Division of Dauphin shall comprise all that portion of the Province of Manitoba contained within the following limits, namely: commencing at the intersection of the North Limit of Township 31 with the West Limit of Sagemace Bay on Lake Winnipegosis; thence Westerly along the North Limit of Township 31 to the West Limit of Range 23 West; thence Southerly along the West Limit of Range 23 West to the North Limit of Township 27; thence Easterly along the North Limit of Township 27 to the West Limit of Range 20 West; thence Southerly along the West Limit of Range 20 West to the North Limit of Township 22; thence Easterly along the North Limit of Township 22 to the West Limit of Range 17 West; thence Southerly along the West Limit of Range 17 West to the North Limit of Township 21; thence Easterly along the North Limit of Township 21 to the East Limit of Section 2 in Township 22 Range 16 West; thence Northerly along the East Limits of Section 2, 11, 14, 23, 26 and 35 in Townships 22, 23 and 24 and Range 16 West to the North Limit of Township 24; thence Easterly along the North Limit of Township 24 to the East Limit of Section 6 in Township 25 Range 15 West; thence Northerly along the East Limits of Sections 6, 7, 18, the East and North Limits of Section 19 in Township 25 Range 15 West to the East shore of Dauphin Lake; thence Northerly along the East shore of Dauphin Lake to its intersection with the North Limit of Township 28; thence Easterly along the North Limit of Township 28 to the West Limit of Range 16 West; thence Northerly along the West Limit of Range 16 West to the North Limit of Township 29; thence Easterly along the North Limit of Township 29 to the West shore of Lake Manitoba; thence Northerly along the West shore of Lake Manitoba to its intersection with the West Limit of Range 14 West; thence Northerly along the West Limit of Range 14 West to the North Limit of Township 38; thence Westerly along the North Limit of Township 38 to the East shore of Lake Winnipegosis; thence Southerly and Westerly along said shore to the point of commencement.

The Electoral Division of Emerson shall comprise all that portion of the Province of Manitoba contained within the following limits, namely; commencing at the intersection of the North Limit of Township 5 with the East boundary of the Province of Manitoba; thence Southerly along said boundary to the South boundary of the Province of Manitoba; thence Westerly along said boundary to the West Limit of the Parish of Ste. Agathe; thence Northerly along the West Limit of said Parish and along the West Limits of Sections 10 and 15 to the North Limit of the South Half of Section 15 in Township 1 and Range 2 East; thence Easterly along the North Limit of the South Half of said Section 15 and the Southwest Quarter of Section 14 to the West Limit of said Parish; thence Southerly along the West Limit of said Parish to the North Limit of Lot 33 of said Parish; thence Easterly along the North Limit of Lot 33 of said Parish to the Centre Line of the Red River; thence Northerly along said Centre Line to the South Limit of Lot 162 of said Parish; thence Easterly along the South Limit of Lot 162 to the East Limit of said Parish; thence Northerly along the East Limit of said Parish to the North Limit of Township 3, thence Easterly along the North Limit of Township 3 to the West Limit of Range 3 East; thence Northerly along the West Limit of Range 3 East to the North Limit of Township 4; thence Westerly along the North Limit of Township 4 and the North Limit of Lot 336 of said Parish to the Centre Line of the Red River; thence Northerly along said Centre Line to the South Limit of The City of Winnipeg; thence Easterly and Northerly along said City Limits to its intersection with the North Limit of Township 9; thence Easterly along the North Limit of Township 9 to the West Limit of Section 34in Township 9 and Range 4 East; thence Southerly along the West Limits of Sections 34, 27, 22, 15, 10 and 3 in Township 9 and 8 and Range 4 East to the North Limit of Township 7; thence Easterly along the North Limit of Township 7 to the West Limit of Range 5 East; thence Southerly along the West Limit of Range 5 East to the North Limit of Township 5; thence Easterly along the North Limit of Township 5 to the point of commencement.

FLIN FLON

The Electoral Division of Flin Flon shall comprise all that portion of the Province of Manitoba bounded as follows: on the South by the North Limit of Township 62; on the West by the West boundary of the Province of Manitoba; on the North by the Line of Latitude 56 degrees North and on the East by the West Limit of Range 6 West.

The Electoral Division of Gimli shall comprise all that portion of the Province of Manitoba contained within the following limits, namely: commencing at the intersection of the West shore of Lake Winnipeg with the Production Easterly of the North Limits of Section 14 to 18 in Township 21 and Range 4 East; thence Westerly along said Production and along the North Limits of Sections 13 to 15 in Township 21 and Range 3 East to the West Limit of Section 15; thence Southerly along the West Limits of Sections 15, 10 and 3 in Township 21 and Range 3 East and along the West Limits of Sections 34, 27, 22, 15, 10 and 3 in Township 20 and Range 3 East to the North Limit of Township 19; thence Westerly along the North Limit of Township 19 to the West Limit of Range 2 East; thence Southerly along the West Limit of Range 2 East to the North Limit of Township 14; thence Easterly along the North Limit of Township 14 to the East Limit of Section 33 in Township 14 and Range 3 East; thence Southerly along the East Limits of Sections 33, 28, 21, 16, 9 and 4 in Township 14 and Range 3 East to the North Limit of Township 13; thence Easterly along the North Limit of Township 13 to the West Limit of the Parish of St. Clements; thence Northerly along the West Limits of the Parish of St. Clements and the Parish of St. Peter to the North Limit of Lot 14 of the Parish of St. Peter; thence Easterly along the North Limit of Lot 14 of said Parish to the Centre Line of the Red River; thence Southerly along said Centre Line to the South Limit of the Parish of St. Andrews; thence Easterly along the South Limit of said Parish to the Centre Line of No. 59 Highway; thence Northerly along the Centre Line of said Highway to its intersection with the Production of the South Limit of Township 13, thence Easterly along the Production and South Limit of Township 13 to the East Limit of Section 4 in Township 13 and Range 6 East; thence Northerly along the East Limits of Sections 4, 9, 16, 21, 28 and 33 to the South Limit of Township 14 and Range 6 East; (see Note) thence Easterly along the South Limit of said Township to the East Limit of Section 3 in Township 14 and Range 6 East; thence Northerly along the East Limits of Sections 3, 10, 15, 22, 27 and 34 to the South Limit of Township 15 in Range 6 East; thence Easterly along the South Limit of Township 15 to the West Limit of Range 7 East; thence Northerly along the West Limit of Range 7 East to the South Limit of Section 19 in Township 15; thence Easterly along the South Limits of Sections 19 to 24 to the West Limit of Range 9 East; thence Northerly along the West Limit of Range 9 East to the North Limit of Township 15; thence Westerly along the North Limit of Township 15 to the East Limit of Section 5 in Township 16 and Range 8 East; thence Northerly along the East Limits of Sections 5, 8, 17, 20, 29 and 32 to the North Limit of Township 16; thence Westerly along the North Limit of Township 16 to the East Limit of Section 3 in Township 17 and Range 7 East; thence Northerly along the East Limits of Sections 3, 10, 15, 22, 27 and 34 in Township 17 and along the East Limits of Sections 3 and 10 in Township 18 to the North Limit of Section 10; thence Westerly along the North Limits of Sections 10 and 9 to the East Limit of Section 17; thence Northerly along the East Limits of sections 17, 20, 29 and 32 to the East shore of Lake Winnipeg; thence Southerly, Westerly and Northerly along the shore of Lake Winnipeg to the point of commencement.

Excepting thereout Legal Subdivisions 15 and 16 of Section 4 and Legal Subdivisions 1, 2, 7, 8, 9, 10, 16 and the South Half and Northeast Quarter of Legal subdivision 15 of Section 9 in Township 13 and Range 6 East.

The Electoral Division of Gladstone shall comprise all that portion of the Province of Manitoba contained within the following limits, namely: commencing at the intersection of the West Limit of Range 8 West with the South shoreline of Lake Manitoba; thence Southerly along the West Limit of Range 8 West to the North Limit of Township 9; thence Easterly along the North Limit of Township 9 to the West Limit of Range 7 West; thence Southerly along the West Limit of Range 7 West to the North Limit of Township 6; thence Westerly along the North Limit of Township 6 to the West Limit of Range 16 West; (see Note) thence Northerly along the West Limit of Range 16 West to the North Limit of Township 12; thence Easterly along the North Limit of Township 12 to the West Limit of Range 12 West; thence Northerly along the West Limit of Range 12 West to the North Limit of Township 17; thence Easterly along the North Limit of Township 17 to the West shoreline of Lake Manitoba; thence Southerly along the West shoreline of Lake Manitoba to the point of commencement.

Excepting out of the land above described the West Half of the Southwest Quarter of Section 6 in Township 7 and Range 8 West, the Southeast Quarter and East Half of the Southwest Quarter of Section 1 in Township 7 and Range 9 West.

INTERLAKE

The Electoral Division of Interlake shall comprise all that portion of the Province of Manitoba contained within the following limits, namely:

1. Commencing at the intersection of the Line of Latitude 53 degrees North with the West shore of Lake Winnipeg; thence Southerly along the West shore of Lake Winnipeg to the North Limit of Sections 14 to 18 in Township 21 and Range 4 East; thence Westerly along said Sections and along the North Limits of Sections 13 to 15 in Township 21 and Range 3 East to the West Limit of Section 15 in Township 21 and Range 3 East; thence Southerly along the West Limits of Sections 15, 10 and 3 in Township 21 and Range 3 East and along the West Limits of Sections 34, 27, 22, 15, 10 and 3 in Township 20 and Range 3 East to the North Limit of Township 19; thence Westerly along the North Limit of Township 19 to the West Limit of Range 2 West; thence Northerly along the West Limit of Range 2 West to the North Limit of Township 20; thence Westerly along the North Limit of Township 20 to the East shore of Lake Manitoba; thence Southerly, Westerly and Northerly along the shore of Lake Manitoba to the intersection of the North Limit of Lake Manitoba with the West Limit of Range 14 West at Township 33; thence Northerly along the West Limit of Range 14 West to the North Limit of Township 38; thence Westerly along the North Limit of Township 38 to the East shore of Lake Winnipegosis; thence Southerly, Westerly and Northerly along the shore of Lake Winnipegosis to its intersection with the Line of Latitude 53 degrees North; thence Easterly along the Line of Latitude 53 degrees North to the point of commencement.

2. All of Hecla Island situated in Lake Winnipeg.

LAC DU BONNET

The Electoral Division of Lac du Bonnet shall comprise all that portion of the Province of Manitoba contained within the following limits, namely:

1. Commencing at the intersection of the North Limit of Township 19 with the East Limit of Traverse Bay on Lake Winnipeg; thence Easterly along the North Limit of Township 19 to the East boundary of the Province of Manitoba; thence Southerly along said boundary to the North Limit of Township 14; thence Westerly along the North Limit of Township 14 to the East Limit of Section 32 in Township 14 and Range 14 East; thence Southerly along the East Limits of Sections 32 and 29 and along the South Limits of Sections 29 and 30 in Range 14 East and along the South Limits of Sections 25 to 30 in Range 13 East to the West Limit of Range 13 East; thence Southerly along the West Limit of Range 13 East to the Centre Line of the Winnipeg River; thence Westerly along said Centre Line and along the North Limit of Township 13 in Range 11 East to the West Limit of Range 11 East; thence Southerly along the West Limit of Range 11 East to the South Limit of Township 13; thence Westerly along the South Limit of Township 13 to the West Limit of Range 9 East; thence Southerly along the West Limit of Range 9 East to the North Limit of Township 11; thence Westerly along the North Limit of Township 11 to the West Limit of Range 7 East; thence Northerly along the West Limit of Range 7 East to the South Limit of Township 13; thence Westerly along the South Limit of Township 13 to the East Limit of Section 4 in Township 13 and Range 6 East; thence Northerly along the East Limits of Sections 4, 9, 16, 21, 28 and 33 to the South Limit of Township 14 and Range 6 East (see Add. 2 below); thence Easterly along the South Limit of said Township to the East Limit of Section 3 in Township 14 and Range 6 East; thence Northerly along the East Limits of Sections 3, 10, 15, 22, 27 and 34 to the South Limit of Township 15 and Range 6 East; thence Easterly along the South Limit of Township 15 to the West Limit of Range 7 East; thence Northerly along the West Limit of Range 7 East to the South Limit of Section 19 Township 15; thence Easterly along the South Limits of Sections 19 to 24 in Township 15 and Ranges 7 and 8 East, to the West Limit of Range 9 East; thence Northerly along the West Limit of Range 9 East to the North Limit of Township 15; thence Westerly along the North Limit of Township 15 to the East Limit of Section 5 in Township 16 and Range 8 East; thence Northerly along the East Limits of Sections 5, 8, 17, 20, 29 and 32 to the North Limit of Township 16; thence Westerly along the North Limit of Township 16 to the East Limit of Section 3 in Township 17 and Range 7 East; thence Northerly along the East Limits of Sections 3, 10, 15, 22, 27 and 34 in Township 17 and along the East Limits of Sections 3 and 10 in Township 18 to the North Limit of Section 10; thence Westerly along the North Limits of Sections 10 and 9 to the East Limit of Section 17; thence Northerly along the East Limits of Sections 17, 20, 29 and 32 to the East shore of Lake Winnipeg; thence Northerly along the East shore of Lake Winnipeg to the point of commencement.

2. Legal Subdivisions 15 and 16 of Section 4 and Legal Subdivisions 1, 2, 7, 8, 9, 10, 16 and the South Half and Northeast Quarter of Legal Subdivision 15 of Section 9 in Township 13 and Range 6 East.

The Electoral Division of Tuxedo shall comprise all that portion of The City of Winnipeg contained within the following limits, namely: commencing at the intersection of the South Limit of said City with the Production of the Centre Line of McCreary Road; thence Northerly along said Production and Centre Line to the Centre Line of Wilkes Avenue; thence Westerly along said Centre Line to the West Limit of River Lot 29 of the Parish of St. Charles; thence Northerly along said West Limit to the Centre Line of Roblin Boulevard; thence Westerly along said Centre Line to the Centre Line of Oakdale Drive; thence Northerly along said Centre Line and Production to the Centre Line of the Assiniboine River; thence Easterly along said Centre Line to its intersection with the Centre Line of the Right-of-Way of the Canadian Pacific Railway (La Riviere branch); thence Southerly along said Centre Line to the Centre Line of Fleet Avenue; thence Easterly along said Centre Line to the Centre Line of Waverley Street; thence Southerly along said Centre Line to the Centre Line of McGillivray Boulevard; thence Westerly along said Centre Line to the South Limit of said City; thence Westerly along said South Limit to the point of commencement.

WOLSELEY

The Electoral Division of Wolseley shall comprise all that portion of The City of Winnipeg contained within the following limits, namely: commencing at the intersection of the Centre Line of the Assiniboine River with the Centre Line of Osborne Street North; thence Northerly along said Centre Line and along the Centre Line of Memorial Boulevard and Colony Street to the Centre Line of Ellice Avenue; thence Westerly along said Centre Line to the Centre Line of Agnes Street; thence Southerly along said Centre Line to the Centre Line of St. Matthews Avenue; thence Westerly along said Centre Line to the Centre Line of Huntleigh Street; thence Southerly along said Centre Line to the Centre Line of Portage Avenue; thence Westerly along said Centre Line to the Centre Line of St. James Street; thence Southerly along said Centre Line and Production to the Centre Line of the Assiniboine River; thence Easterly along said Centre Line to the point of commencement.
