The Supplementary Appropriation Act, 2020-2021

HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Definitions

The following definitions apply in this Act.

"appropriation" means a sum voted for a purpose as set out in the Supplementary Estimates. (« crédit »)

"Supplementary Estimates" means the Manitoba Estimates of Expenditure (Supplementary 3) for the 2020-2021 fiscal year as tabled in the Assembly. (« budget supplémentaire »)

"2020-2021 fiscal year" means the period beginning April 1, 2020, and ending March 31, 2021. (« exercice 2020-2021 »)

Expenditure authority — operating

For the 2020-2021 fiscal year, operating expenditures of up to $400,000,000 may be incurred for the public service according to the appropriations set out in Part A of the Supplementary Estimates and summarized as follows:

Enabling Appropriations $300,000,000

Health and Seniors Care $100,000,000

Expenditure authority — loans for capital investments by school divisions

For the 2020-2021 fiscal year, up to $50,000,000 may be paid out of the Consolidated Fund as loans to school divisions for capital investments by them according to the appropriation set out in Part D of the Supplementary Estimates.

Authority to borrow

2(3)

A school division is deemed to have the authority to borrow any amount to be loaned to it under subsection (2).

Expenditure by responsible department

An operating expenditure authorized by this Act may be made by the Crown through any government department that, during the 2020-2021 fiscal year, has become responsible for the program or activity that includes that expenditure.

Coming into force

This Act comes into force on the day it receives royal assent.
