THE BUDGET BILL PUBLIC ACCOUNTABILITY ACT

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:
Definition
1 In this Act, "budget bill" means the bill introduced in the Legislative Assembly to implement measures announced in the budget.
Budget bill to be reviewed by public committee
2(1) The budget bill must be referred at the committee stage to a standing committee of the Legislative Assembly that provides the opportunity for representations by members of the public.
Timing of committee meeting
2(2) The standing committee referred to in subsection (1) must not meet to review the budget bill until seven days after the later of
(a) the day the budget bill is introduced in the Legislative Assembly; and
(b) the day the public is given notice of the date, time and place of the committee meeting.
Duration of committee meeting
2(3) The standing committee reviewing the budget bill must meet for a minimum of 10 hours except with unanimous leave of the committee.

3 This Act may be referred to as chapter B90.3 of the Continuing Consolidation of the Statutes of Manitoba.
Coming into force
4 This Act comes into force on the day it receives royal assent.
Explanatory Note The Budget Bill Public Accountability Act is established. The bill that implements the budget must be referred to a standing committee that allows members of the public to make representations. |
