THE MANITOBA ASSISTANCE AMENDMENT ACT (ADULT EDUCATION)

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

C.C.S.M. c. A150 amended

1   The Manitoba Assistance Act is amended by this Act.

2   Section 1 is amended by adding the following definitions:

"adult education" means

(a) vocational or other employment-related training, and

(b) educational upgrading; (« éducation des adultes »)

"educational upgrading" includes a literacy program, a numeracy program and a course or program of study provided by an adult learning centre; (« récupération scolaire »)

3   Section 2 is amended by adding ", adult education" after "essential health services".

4   The following is added after subsection 5.4(1):

Obligation of director re adult education

5.4(1.1)   If the director requires a person to undertake or participate in employment enhancement measures, the director must consider whether undertaking or participating in adult education is the most appropriate employment enhancement measure.

5   Section 16.3 is amended

(a) in the section heading, by adding "and adult education" after "employment"; and

(b) by adding "and opportunities for adult education" after "employment opportunities".

6   Clause 19(1)(g.2) is amended, in the part before subclause (i), by adding ", including adult education," after "enhancement measures".

Coming into force

7   This Act comes into force on the day it receives royal assent.

Explanatory Note

This Bill amends The Manitoba Assistance Act. The director must consider whether undertaking adult education is the most appropriate employment enhancement measure for an assistance recipient.
