THE ADVOCATE FOR CHILDREN AND YOUTH ACT

C.C.S.M. c. A6.7 amended

1(1)   The Advocate for Children and Youth Act is amended by this section.

1(2)   Subsection 14(2) of the English version is amended by striking out "he or she" and substituting "the Advocate".

1(3)   Subsection 14(3) is amended by striking out "he or she may delegate in writing to any person" and substituting "the Advocate may, in writing, delegate to the Deputy Advocate".

THE AGRICULTURAL PRODUCERS' ORGANIZATION FUNDING ACT

C.C.S.M. c. A18 amended

2   Subsection 12(2) of the French version of The Agricultural Producers' Organization Funding Act is amended by striking out "dans les 15 premiers jours de séance ultérieurs" and substituting "au plus tard 15 jours après la reprise de ses travaux".

THE CITY OF WINNIPEG CHARTER

S.M. 2002, c. 39 amended

3   Subsections 246(1.4) and 282.2(1) of the English version of The City of Winnipeg Charter, S.M. 2002, c. 39, are amended by striking out "completed" wherever it occurs and substituting "complete".

THE CITY OF WINNIPEG CHARTER AMENDMENT AND PLANNING AMENDMENT ACT

S.M. 2022, c. 27 (unproclaimed provisions amended)

4(1)   The City of Winnipeg Charter Amendment and Planning Amendment Act, S.M. 2022, c. 27, is amended, insofar as it amends The City of Winnipeg Charter, by this section.

4(2)   Section 17 of the English version, insofar as it enacts section 234.6, is amended by striking out "decision" and substituting "determination".

4(3)   Clause 25(4)(b) of the English version, insofar as it enacts subsection 275(3), is amended by striking out "decision" and substituting "determination".

4(4)   Section 26, insofar as it enacts subclause 277(1)(c)(i), is amended by striking out "any municipality" and substituting "the Capital Planning Region and any municipality".

4(5)   Clause 28(f) of the English version, insofar as it enacts clause 282.1(1)(f), is amended, in the part before subclause (i), by striking out "decision" and substituting "decision or determination".

4(6)   Clause 29(1)(c), insofar as it enacts subclause 282.2(1)(b)(ii) of the English version, is amended by striking out "completed" and substituting "complete".

THE COLLEGES ACT

C.C.S.M. c. C150.1 amended

5   Subsection 28(2) of the French version of The Colleges Act is amended by striking out everything after "l'Assemblée législative" and substituting "ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

THE COMMUNITY CHILD CARE STANDARDS ACT

C.C.S.M. c. C158 amended

6   Subsection 5(1) of The Community Child Care Standards Act is amended by striking out "The Civil Service Act" and substituting "Part 3 of The Public Service Act".

THE COOPERATIVES ACT

C.C.S.M. c. C223 amended

7   Subsection 7.1(1) of The Cooperatives Act is amended by striking out "employed by the government under The Civil Service Act" and substituting "appointed under Part 3 of The Public Service Act".

THE COURT OF KING'S BENCH ACT

C.C.S.M. c. C280 amended

8(1)   The French version of The Court of King's Bench Act is amended by this section.

8(2)   Subsection 11.6(3) is amended, in the part before clause (a), by striking out "juge en chef" and substituting "conseiller-maître principal".

8(3)   Subsection 17(1) is amended, in the part before clause (a), by striking out "et après consultation du juge en chef de la Cour du Banc du Roi" and substituting "après consultation du juge en chef de la Cour du Banc du Roi,".

THE CROWN LANDS ACT

C.C.S.M. c. C340 amended

9(1)   The Crown Lands Act is amended by this section.

9(2)   Subsection 30.1(1) is amended by striking out "senior public servant" and substituting "senior public executive".

9(3)   Subsection 30.1(3) is replaced with the following:

Definitions

30.1(3)   The following definitions apply in subsection (1).

"minister" means a member of the Executive Council. (« ministre »)

"senior public executive" has the same meaning as in section 42 of The Public Service Act. (« cadre supérieur de la fonction publique »)

THE DISABILITY SUPPORT ACT

C.C.S.M. c. D76 amended

10   Subsection 13(1) of The Disability Support Act is amended by striking out "employed by the government under The Civil Service Act" and substituting "appointed under Part 3 of The Public Service Act".

THE DRINKING WATER SAFETY ACT

C.C.S.M. c. D101 amended

11   Section 5 of the French version of The Drinking Water Safety Act is amended by striking out everything after "l'Assemblée législative" and substituting "dans les 15 jours suivant sa réception ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

THE DRIVERS AND VEHICLES ACT

C.C.S.M. c. D104 amended

12(1)   The Drivers and Vehicles Act is amended by this section.

12(2)   Subclauses 37(1)(b)(ii), (3)(c)(ii) and (4)(a)(ii) are amended by striking out "this Act" and substituting "subsection (6)".

12(3)   The following is added after subsection 37(5):

Proof of financial responsibility

37(6)   The owner of a vehicle that is not registered under this Act but is operated in Manitoba must maintain proof of financial responsibility in the amount and form set out in sections 160 and 161 of The Highway Traffic Act.

THE EDUCATION ADMINISTRATION ACT

C.C.S.M. c. E10 amended

13(1)   The Education Administration Act is amended by this section.

13(2)   Subsection 3(1) is amended

(a) in clause (a), by striking out everything after "operation of" and substituting "technical, vocational, summer, distance learning, international or any other schools;"; and

(b) in clause (c) and subclause (n)(iii), by striking out "correspondence" and substituting "distance learning".

13(3)   Subsection 4(1) is amended

(a) in clause (e), by striking out "technical, vocational, agricultural, summer, residential and other schools" and substituting "technical, vocational, summer, distance learning, international and other schools"; and

(b) in clauses (g) and (q), by striking out "correspondence" and substituting "distance learning".

THE ELDERLY AND INFIRM PERSONS' HOUSING ACT

C.C.S.M. c. E20 amended

14   Section 29 of the French version of The Elderly and Infirm Persons' Housing Act is amended by striking out "un directeur, un inspecteur" and substituting "un directeur et un inspecteur".

THE ELECTORAL DIVISIONS ACT

C.C.S.M. c. E40 amended

15   Subsection 10(3) of the French version of The Electoral Divisions Act is replaced with the following:

THE EMPLOYMENT STANDARDS CODE

C.C.S.M. c. E110 amended

16   Clause 94(1)(b) of The Employment Standards Code is replaced with the following:

(b) with the minister appointed by the Lieutenant Governor in Council to administer section 11 of The Crown Lands Act, a notice claiming an interest in Crown lands, as defined in that Act;

THE EXECUTIVE GOVERNMENT ORGANIZATION ACT

C.C.S.M. c. E170 amended

17   Subsection 6.2(2) of The Executive Government Organization Act is amended by adding ", and the amount is to be paid under that Act" at the end.

THE FAIR REGISTRATION PRACTICES IN REGULATED PROFESSIONS ACT

C.C.S.M. c. F12 amended

18   Subsection 14(1) of The Fair Registration Practices in Regulated Professions Act is amended by striking out "The Civil Service Act" and substituting "Part 3 of The Public Service Act".

THE FAMILY SUPPORT ENFORCEMENT ACT

S.M. 2022, c. 15, Sch. B (unproclaimed provision amended)

19   Subsection 89(2) of The Family Support Enforcement Act, S.M. 2022, c. 15, Schedule B, is amended by adding the following after clause (a):

(a.1) by replacing the definition "income assistance recipient" with the following:

"income assistance recipient" means a person who is receiving assistance or income assistance as defined in The Manitoba Assistance Act or is a recipient as defined in The Disability Support Act. (« bénéficiaire d'une aide au revenu »)

THE FATALITY INQUIRIES ACT

C.C.S.M. c. F52 amended

20   Clause 43(1)(e) of the French version of The Fatality Inquiries Act is amended by striking out "dans les 15 premiers jours de séance ultérieurs" and substituting "au plus tard 15 jours après la reprise de ses travaux".

THE FINANCIAL ADMINISTRATION ACT

C.C.S.M. c. F55 amended

21(1)   The Financial Administration Act is amended by this section.

21(2)   Clause 63(4)(b) of the French version is amended by striking out "dans les quinze premiers jours de séance ultérieurs" and substituting "au plus tard 15 jours après la reprise de ses travaux".

21(3)   Clause 65(2)(b) of the French version is amended by striking out everything after "l'Assemblée législative" and substituting "sans délai ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

22   Subsections 58(2) and 83(1) of the French version of The Freedom of Information and Protection of Privacy Act are amended by striking out everything after "l'Assemblée législative" and substituting "ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

THE MANITOBA HAZARDOUS WASTE MANAGEMENT CORPORATION ACT

C.C.S.M. c. H15 amended

23   Subsection 19(1) of The Manitoba Hazardous Waste Management Corporation Act is amended by striking out "3 months" and substituting "six months".

THE HEALTH SYSTEM GOVERNANCE AND ACCOUNTABILITY ACT

C.C.S.M. c. H26.5 amended

24   Clause 25(d) of The Health System Governance and Accountability Act is amended by striking out "regional".

25   Subclause 7.3(2.3)(b)(i) of The Income Tax Act is amended, in the part before paragraph (A), by striking out "Minister of Economic Development and Training" and substituting "Minister of Economic Development, Investment and Trade".

26   Subsection 24.1(6) of The Jury Act is amended by striking out "Court of King's Bench" and substituting "court".

THE LABOUR RELATIONS ACT

27(1)   The Labour Relations Act is amended by this section.

27(2)   Subsection 109(5) of the English version is amended by adding "Court of" before "King's Bench".

27(3)   Subsection 143(11) is amended by striking out "in the office of the Prothonotary or the deputy clerk of the Crown and pleas of the King's Bench" and substituting "in the Court of King's Bench".

THE MINES AND MINERALS ACT

C.C.S.M. c. M162 amended

28(1)   The Mines and Minerals Act is amended by this section.

28(2)   The definition "director" in subsection 1(1) is amended

(a) by striking out "subsection 6(2)" and substituting "subsection 6(3)"; and

(b) by striking out "acting director appointed" and substituting "acting director designated".

28(3)   Subsection 10(2) is amended

(a) by striking out "may appoint a person" and substituting "may designate an employee of the department"; and

(b) by striking out "person appointed shall have" and substituting "employee designated has".

THE MINOR AMENDMENTS AND CORRECTIONS ACT, 2022

S.M. 2022, c. 24 amended

29   Section 14 of The Minor Amendments and Corrections Act, 2022, S.M. 2022, c. 24, is replaced with the following:

R.S.M. 1987, c. F130 repealed

14   The Provincial Flag Act, R.S.M. 1987, c. F130, is repealed.

THE MUNICIPAL ACT

C.C.S.M. c. M225 amended

30   Clause 335(4)(f) of The Municipal Act is replaced with the following:

(f) lands within a provincial park as defined in The Provincial Parks Act;

THE OIL AND GAS ACT

C.C.S.M. c. O34 amended

31(1)   The Oil and Gas Act is amended by this section.

31(2)   The definition "director" in subsection 1(1) is amended by striking out "acting director appointed" and substituting "acting director designated".

31(3)   Subsection 11(2) is amended

(a) by striking out "may appoint a person" and substituting "may designate an employee of the department"; and

(b) by striking out "person appointed" and substituting "employee designated".

THE OMBUDSMAN ACT

C.C.S.M. c. O45 amended

32(1)   The Ombudsman Act is amended by this section.

32(2)   Subsection 14(1) of the English version is amended by striking out "his powers" and substituting "the Ombudsman's powers".

32(3)   The following is added after subsection 14(1):

Delegation in case of conflict

14(1.1)   Despite subsection (1), the Ombudsman may in writing delegate to the Deputy Ombudsman the power to make a report concerning a matter if the Ombudsman is in a conflict of interest relating to that matter.

32(4)   Subsection 14(2) is amended by striking out "subsection (1) shall produce evidence of his authority" and substituting "subsection (1) or (1.1) must produce evidence of their authority".

THE PENSION BENEFITS ACT

C.C.S.M. c. P32 amended

33   Subsection 31(3.2) of the English version of The Pension Benefits Act is amended, in the part before clause (a), by striking out "Court of the King's Bench" and substituting "Court of King's Bench".

THE PERSONAL HEALTH INFORMATION ACT

C.C.S.M. c. P33.5 amended

34   Subsection 37(2) of the French version of The Personal Health Information Act is amended by striking out everything after "l'Assemblée législative" and substituting "ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

THE PLANNING ACT

C.C.S.M. c. P80 amended

35(1)   The Planning Act is amended by this section.

35(2)   Subsection 110(2) of the English version is amended

(a) in clause (a), by striking out "no longer" and substituting "not longer"; and

(b) in clause (b), by striking out "no more" and substituting "not longer".

35(3)   Subsection 147(6) of the English version is amended by striking out "completed" and substituting "complete".

35(4)   Section 166 is amended by striking out "When" and substituting "Subject to the regulations, when".

THE POOLED REGISTERED PENSION PLANS (MANITOBA) ACT

36   Subsection 14(1) of the English version of The Pooled Registered Pension Plans (Manitoba) Act is amended, in the part before clause (a), by striking out "Court of the King's Bench" and substituting "Court of King's Bench".

THE POVERTY REDUCTION STRATEGY ACT

38(2)   Subsection 10(1) is amended by adding ", registered psychiatric nurse" after "registered nurse" wherever it occurs.

38(3)   Subsection 10(2) is amended by adding ", registered psychiatric nurse" after "registered nurse" wherever it occurs.

38(4)   Subclause 10(2.1)(a)(i) is amended by striking out "optometrist, registered nurse" and substituting "podiatrist, optometrist, registered nurse, registered psychiatric nurse".

38(5)   Subsection 10(2.3) is amended by striking out "optometrist, registered nurse" and substituting "podiatrist, optometrist, registered nurse, registered psychiatric nurse,".

38(6)   Clause 10(5)(g) is amended by adding "registered psychiatric nursing," after "registered nursing,".

THE PROVINCIAL OFFENCES ACT

C.C.S.M. c. P160 amended

39   The definition "Bureau d'enregistrement relatif aux biens personnels" in section 86 of the French version of The Provincial Offences Act is amended by striking out "Loi sur les biens personnels" and substituting "Loi sur les sûretés relatives aux biens personnels".

THE MANITOBA PUBLIC INSURANCE CORPORATION ACT

C.C.S.M. c. P215 amended

40(1)   The French version of The Manitoba Public Insurance Corporation Act is amended by this section.

40(2)   Subsection 166(2) is amended by adding "précédent" after "de l'exercice".

40(3)   Subsection 167(1) is amended by striking out "fixé à" and substituting "réputé être".

44   Subsection 3(3) of The Public Service Act is amended

(a) by replacing clause (b) with the following:

THE REGIONAL HEALTH AUTHORITIES AMENDMENT ACT (HEALTH SYSTEM GOVERNANCE AND ACCOUNTABILITY)

S.M. 2021, c. 15 amended

46(1)   The English version of The Regional Health Authorities Amendment Act (Health System Governance and Accountability), S.M. 2021, c. 15, is amended by this section.

46(2)   Clause 32(1)(a) is replaced with the following:

(a) in the part before clause (a) of the French version, by striking out "ou est gérée par un tel organisme" and substituting "qui la gère"; and

46(3)   Clause 32(2)(a) is replaced with the following:

47   Subsection 6(2) of The Registered Respiratory Therapists Act is amended

(a) by replacing clause (a) with the following:

(a) medicine within the meaning of The Regulated Health Professions Act; or

(b) by replacing clause (k) with the following:

(k) registered nursing or registered psychiatric nursing within the meaning of The Regulated Health Professions Act or practical nursing within the meaning of The Licensed Practical Nurses Act.

THE REPORTING OF SUPPORTS FOR CHILD SURVIVORS OF SEXUAL ASSAULT ACT (TRAINED HEALTH PROFESSIONALS AND EVIDENCE COLLECTION KITS)

S.M. 2021, c. 56 (unproclaimed provisions amended)

48(1)   The Reporting of Supports for Child Survivors of Sexual Assault Act (Trained Health Professionals and Evidence Collection Kits), S.M. 2021, c. 56, is amended by this section.

48(2)   Section 1 is amended by adding the following definitions:

"provincial health authority" means the provincial health authority as defined in The Health System Governance and Accountability Act. (« office provincial de la santé »)

"regional health authority" means a regional health authority as defined in The Health System Governance and Accountability Act. (« office régional de la santé »)

48(3)   Subsection 2(1) is amended, in the part before clause (a), by adding "and the provincial health authority" after "regional health authority".

48(4)   Subsection 2(2) is amended by striking out "regional health authorities and community organizations" and substituting "regional health authorities, the provincial health authority and community organizations".

48(5)   Section 3 is amended, in the part before clause (a), by adding "and the provincial health authority" after "regional health authority".

THE RESIDENTIAL TENANCIES ACT

C.C.S.M. c. R119 amended

49   Clause 92.4(3.1)(c) of The Residential Tenancies Act is replaced with the following:

(c) a practising registered psychiatric nurse under The Regulated Health Professions Act;

THE RESOURCE TOURISM OPERATORS ACT

C.C.S.M. c. R119.5 amended

50(1)   The Resource Tourism Operators Act is amended by this section.

50(2)   Subsection 17(2) is amended

(a) by adding "and vice-chair" after "Chair" in the section heading; and

(b) by adding "and one of the members as vice-chair" at the end.

50(3)   The following is added after subsection 17(2):

Authority of vice-chair

17(2.1)   The vice-chair has the authority of the chair when the chair is absent or unable to act, or when authorized by the chair.

50(4)   The following is added after subsection 17(3):

Appointment restriction

17(3.1)   The minister must not appoint a person to the appeal committee who is a core public service employee as defined in The Public Service Act.

THE RIVERSIDE CEMETERY BOARD ACT

S.M. 1989-90, c.78 amended

51   Subsection 11(1) of The Riverside Cemetery Board Act, S.M. 1989-90, c. 78, is amended

(a) in the French version, by striking out "Cour d'appel" and substituting "Cour du Banc du Roi"; and

(b) in the English version, by adding "Court of" before "King's Bench".

THE SCRAP METAL ACT

C.C.S.M. c. U60 amended

53(1)   The University of Manitoba Act is amended by this section.

53(2)   Clause 26(1)(q) is replaced with the following:

(q) the deputy minister of the department whose minister is responsible for the administration of The Advanced Education Administration Act, or their designate.

53(3)   Clause 37(c) is replaced with the following:

THE VICTIMS' BILL OF RIGHTS

C.C.S.M. c. V55 amended

54   Subsection 31(2) of the French version of The Victims' Bill of Rights is amended by striking out everything after "dans les 15 jours" and substituting "suivant sa réception ou, si elle ne siège pas, au plus tard 15 jours après la reprise de ses travaux.".

55(1)   The Commemoration of Days, Weeks and Months Act is amended by this section.

55(2)   Schedule 1 to this Act is added as Schedule 1.2 to the Act.

55(3)   Schedule 2 to this Act is added as Schedule 10.1 to the Act.

55(4)   Schedule 3 to this Act is added as Schedule 14.1 to the Act.

55(5)   Schedule 4 to this Act is added as Schedule 15.1 to the Act.

Repeal

56   The following Acts are repealed:

(d) The Eating Disorders Awareness Week Act, S.M. 2022, c. 35;

(e) The Drug-Related Death Bereavement Day Act, S.M. 2022, c. 36;

(f) The Jewish Heritage Month Act, S.M. 2022, c. 49.

PART 3

REGULATIONS

Manitoba Regulation 260/96 amended

57(1)   Despite subsection 2(2) of The Civil Service Superannuation Act, Schedule 1 of the Designation of Employees and Persons Deemed to be in the Civil Service Regulation, Manitoba Regulation 260/96, is amended, in Column 1 of the row respecting Shared Health Inc., by striking out "September 1, 2019" and substituting "March 31, 2019".

57(2)   All things done that would have been validly done under the regulation had this section been in force on March 31, 2019, are validated and deemed to have been lawfully done.

Manitoba Regulation 109/93 amended

58(1)   The boundaries of a school division established under the School Divisions and Districts Establishment Regulation, Manitoba Regulation 109/93, are subject to Schedule 7 to this Act.

58(2)   All things done concerning a change in the boundaries of a school division that would have been validly done if the change had been made on the date set out in Column 1 of the table in Schedule 7 are validated and deemed to have been lawfully done as if the boundaries had been changed on that date.

58(3)   For certainty, nothing in this section limits the authority of the board of reference established under The Public Schools Act to make regulations respecting the boundaries of a school division.

PART 4

COMING INTO FORCE

Coming into force — royal assent

59(1)   Subject to subsections (2) and (3), this Act comes into force on the day it receives royal assent.

Coming into force — June 1, 2022

59(2)   Section 29 is deemed to have come into force on June 1, 2022.

Coming into force — May 20, 2021

59(3)   Section 46 is deemed to have come into force on May 20, 2021.

EATING DISORDERS AWARENESS WEEK

WHEREAS an estimated one million people suffer from eating disorders in Canada;

AND WHEREAS eating disorders are serious mental illnesses affecting one's physical, psychological and social functioning;

AND WHEREAS eating disorders have one of the highest mortality rates of all mental illnesses;

AND WHEREAS the development and treatment of eating disorders is influenced by the social determinants of health, including food and income security, access to housing, access to health care and mental health supports;

AND WHEREAS people of any age, gender or identity can suffer from eating disorders and it is important to share their diverse experiences, including the experiences of Indigenous people, Black and racialized people, queer and gender diverse people, people with disabilities, people of all body sizes, people with chronic illness, and people with co-occurring mental health conditions or addictions;

AND WHEREAS it is necessary to dispel dangerous stereotypes and myths and increase awareness and education about the impact of those living with or affected by eating disorders;

AND WHEREAS dedicating one week in each year to focus attention on eating disorders will heighten public understanding and lead to resources and supports that meet the needs of the diverse populations impacted by eating disorders and will encourage all Manitobans to develop a healthier relationship with their bodies;

THEREFORE the following is proclaimed throughout Manitoba:

1   In each year, February 1 to February 7 is to be known as Eating Disorders Awareness Week.

SCHEDULE 10.1

TURBAN DAY

WHEREAS physical symbols can be integral to religious identity for people of faith;

AND WHEREAS the turban is an important symbol for many Sikh Canadians, signifying individual sovereignty, self-respect, courage and human equality;

AND WHEREAS the practice of wearing the turban was formalized on April 13, 1699, when Guru Gobind Singh Ji formed the Khalsa Panth and pronounced the turban a pillar of the Sikh faith;

AND WHEREAS Sikhs have faced violence and persecution throughout the world because of their religious identity;

AND WHEREAS in 2019 the Legislative Assembly enacted The Sikh Heritage Month Act to celebrate the contributions of Sikh Canadians to Manitoba and the unique aspects of Sikh heritage;

AND WHEREAS recognition of April 13 will provide a way for Manitoba to promote understanding of the significance of the turban and combat racism against Sikh Canadians;

THEREFORE the following is proclaimed throughout Manitoba:

Turban Day

1   In each year, April 13 is to be known as Turban Day.

WHEREAS Manitoba is home to a strong and vibrant Jewish community;

AND WHEREAS Manitoba's Jewish community reflects the vibrant history and diverse culture of the Jewish people;

AND WHEREAS the Jewish community has made significant contributions to the growth and prosperity of Manitoba while overcoming tremendous obstacles;

AND WHEREAS the month of May is meaningful for the Jewish community;

AND WHEREAS celebrating the Jewish community in Manitoba will provide an opportunity to educate future generations about the inspirational role that Jewish Manitobans have played and continue to play across Manitoba;

THEREFORE the following is proclaimed throughout Manitoba:

Jewish Heritage Month

1   In each year, the month of May is to be known as Jewish Heritage Month.

DRUG-RELATED DEATH BEREAVEMENT DAY

WHEREAS Manitoba is grappling with a drug addiction crisis that has devastating impacts on individuals, families and communities;

AND WHEREAS Manitoba has seen an increase in the annual number of drug-related deaths over several years and this number has risen sharply during the COVID-19 pandemic;

AND WHEREAS behind every number is a person — a child, a parent, a family member, a friend;

AND WHEREAS a day of recognition for those who have died as a result of drugs will provide an opportunity for Manitobans to collectively reflect on the drug crisis, to challenge the stigma around drug use, and to grieve;

THEREFORE the following is proclaimed throughout Manitoba:

Drug-Related Death Bereavement Day

1   In each year, the first Sunday in May is to be known as Drug-Related Death Bereavement Day.

FILIPINO HERITAGE MONTH

WHEREAS Filipinos have chosen Manitoba to call home since the 1950s and have established their roots in the province, reaching every corner from urban centres to rural areas;

AND WHEREAS the Filipino community has become an integral part of Manitoba's social, economic, political and cultural fabric;

AND WHEREAS the Filipino language has become one of the most commonly spoken languages in Manitoba;

AND WHEREAS the Filipino community has contributed tremendously to the growth, prosperity and development of Manitoba and will continue to do so;

AND WHEREAS recognizing the Filipino community will provide opportunities to educate the public about the contributions of the community and increase public awareness of their role in enhancing Manitoba;

AND WHEREAS the appreciation of the vibrant Filipino heritage and culture and the success and strength of the community is traditionally celebrated during the month of June in Manitoba because June 12 is Philippine Independence Day;

THEREFORE the following is proclaimed throughout Manitoba:

UKRAINIAN HERITAGE MONTH

WHEREAS the first official Ukrainian immigrants, Vasyl Eleniak and Ivan Pylypiw, arrived in Canada on September 7, 1891;

AND WHEREAS soon afterwards, Ukrainian immigrants began arriving in Manitoba in larger numbers;

AND WHEREAS today Manitoba is home to more than 180,000 people of Ukrainian descent and there are more than 1.3 million Canadians of Ukrainian descent across the country;

AND WHEREAS many Ukrainians fled, and are once again being forced to flee, their homeland to find freedom from oppression and a better life in Canada;

AND WHEREAS both Manitoba and Canada, by way of The Ukrainian Famine and Genocide (Holodomor) Memorial Day Act (Manitoba) and the Ukrainian Famine and Genocide ("Holodomor") Memorial Day Act (Canada), have recognized the genocide by famine that occurred in Ukraine from 1932 to 1933 under the Soviet Communist regime of Joseph Stalin;

AND WHEREAS on August 24, 1991, the Ukrainian parliament declared Ukraine as an independent democratic state from the Soviet Union and Canada was the first nation in the Western world to recognize Ukraine's independence;

AND WHEREAS Manitobans of Ukrainian descent have left and continue to leave a historic mark on our province and their contributions span communities across Manitoba and are reflected in our economic, political, social and cultural life;

AND WHEREAS Ukrainian Canadians have played an important role in the development of Manitoba into one of the most desirable places in the world to live and have contributed to making Canada the great country that it is today;

AND WHEREAS 2022 is the 131st anniversary of the first official arrival of Ukrainians to Manitoba;

AND WHEREAS it is important to recognize and celebrate these contributions;

THEREFORE the following is proclaimed throughout Manitoba:

Ukrainian Heritage Month

1   The month of September in each year is to be known as Ukrainian Heritage Month.
