THE LOUIS RIEL ACT

WHEREAS in 1869, the Métis people of the territory known as the Red River Settlement established a provisional government;

AND WHEREAS the provisional government, led by Louis Riel, adopted a List of Rights based on a multicultural, bilingual and inclusive vision of a province that respected the rights of Indigenous peoples and minority rights;

AND WHEREAS the List of Rights was accepted by the Government of Canada as the basis for the passage of the Manitoba Act (Canada) in 1870 and the establishment of Manitoba as a province;

AND WHEREAS the name "Manitoba" was submitted by Louis Riel and chosen by the Government of Canada as the name of the province;

AND WHEREAS Louis Riel has been recognized as a founder of Manitoba and is regarded as Manitoba's father of confederation;

AND WHEREAS the 150th anniversary of the establishment of the province of Manitoba is an appropriate time to further recognize the significant contributions of Louis Riel and the Métis;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Honorary title

The honorary title of "First Premier of Manitoba" is hereby bestowed on Louis Riel.

Curriculum to include Louis Riel's contributions

The minister charged with the administration of The Education Administration Act must take reasonable steps to ensure that the curriculum delivered by school boards and private schools includes the significant contributions of Louis Riel to Manitoba and to Canada and an acknowledgement of his honorary title.

This Act may be referred to as chapter L229 of the Continuing Consolidation of the Statutes of Manitoba.

Coming into force

This Act comes into force on the day it receives royal assent.

Explanatory Note

This Bill bestows the honorary title of "First Premier of Manitoba" on Louis Riel. The Bill requires that the Manitoba education curriculum includes the significant contributions of Louis Riel.
