THE OFFICIAL TIME AMENDMENT ACT (DAYLIGHT SAVING TIME ABOLISHED)

WHEREAS the loss of sleep associated with the beginning of daylight saving time has serious consequences for physical and mental health and has been linked to increases in traffic accidents and workplace injuries;

AND WHEREAS daylight saving time is associated with a decrease in productivity the day after clocks are turned forward, with no corresponding increase in productivity when clocks are turned back;

AND WHEREAS there is no conclusive evidence that daylight saving time is effective in reducing energy consumption;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

The Official Time Act is amended by this Act.

2(1)

Subsection 2(1) is amended

(a) by renumbering it as section 2; and

(b) by striking out "Except as provided in this section,".

2(2)

Subsections 2(2) and (3) are repealed.

Coming into force

This Act comes into force on November 4, 2019.

Explanatory Note

This Bill amends The Official Time Act to abolish daylight saving time. As of November 4, 2019, Manitoba will remain on Central Standard Time throughout the year.
