THE APPROPRIATION ACT, 2006

WHEREAS Messages from the Lieutenant Governor of Manitoba, accompanied by estimates of expenditure for the fiscal year ending March 31, 2007, indicate that the amounts mentioned in Schedule A and Schedule B are required for operating expenditures and capital investments of the public service not otherwise provided for;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Definitions

The following definitions apply in this Act.

"appropriation" means a sum voted for operating expenditures or capital investment as set out in the Estimates. (« crédit »)

"Estimates" means the Manitoba Estimates of Expenditure for the 2006-07 fiscal year as tabled in the Assembly. (« budget »)

"2006-07 fiscal year" means the period beginning April 1, 2006, and ending March 31, 2007. (« exercice 2006-2007 »)

Expenditure authority — operating

For the 2006-07 fiscal year, operating expenditures of up to $8,392,597,200. may be incurred for the public service according to the appropriations set out in Part A of the Estimates and summarized in Schedule A.

Expenditure authority — capital investment

For the 2006-07 fiscal year, up to $321,814,400. may be paid out of the Consolidated Fund and applied to capital investments according to the appropriations set out in Part B of the Estimates and summarized in Schedule B.

Interim authority subsumed

2(3)

The expenditure authority provided by this section subsumes the expenditure authority provided for in The Interim Appropriation Act, 2006, S.M. 2006, c. 1.

Expenditures by responsible department

2(4)

An operating expenditure or capital investment authorized by this Act may be made by the Crown through any government department that, during the 2006-07 fiscal year, has become responsible for the program or activity that includes that expenditure or investment.

Limit on expenditures for inventory

Up to $5,000,000. may be paid out of the Consolidated Fund in the 2006-07 fiscal year for the purpose of developing or acquiring inventory to be disposed of in a subsequent year.

Limit on payments for certain long-term liabilities

Up to $7,000,000. may be paid out of the Consolidated Fund in the 2006-07 fiscal year for the purpose of reducing or eliminating a long-term liability previously accrued under section 66 of The Financial Administration Act.

Limit on commitments to future expenditures

The commitments made in the 2006-07 fiscal year under section 45 of The Financial Administration Act to ensure completion of projects or contracts initiated in the year must not exceed $500,000,000.

Coming into force

This Act comes into force on the day it receives royal assent.
